Chen Yuan is a member of the Global Commission on the Economy and Climate

Chen Yuan is the Former Vice Chairman of the 12th National Committee of the Chinese People’s Political Consultative Conference (CPPCC). He was elected to this post in March 2013.

Chen Yuan was Chairman of the China Development Bank (CDB) from 1998 to 2013. CDB provides medium- to long-term financing facilities supporting the development of China’s national infrastructure, basic industry, key emerging sectors, and national priority projects; promotes coordinated regional development and urbanisation; and facilitates China's cross-border investment and global business cooperation. It has total assets of RMB 7.52 trillion. 

Chen Yuan formerly held posts in the Beijing municipal government as head of Xicheng District and later as the commerce and trade chief. He was Deputy Governor of the People’s Bank of China from 1988 to 1998.

Chen Yuan has been a consistent champion and pioneer of financial reforms in China throughout his professional career in the financial sector, seeking to apply cutting-edge principles of finance to a uniquely Chinese context. He is author of Aligning State and Market: China’s Approach to Development Finance , Hong Kong's Financial System Post-1997, and US Banking Regulations.  His earlier theses are collected in The Selected Works of Chen Yuan: Operations, Macro-control, and Development.
